Accordant Federal, located in Philadelphia, PA, has certified as a Historically Under-Utilized Business Zone (HUBZone).
"We're excited about joining the HUBZone community," says Accordant CEO Jeff Payne. "The HUBZone program is key to revitalizing under-utilized areas. It's great to be part of that." Accordant Federal focuses on high-tech professional services, which distinguishes it from most HUBZone companies. The federal government struggles to find HUBZones in white collar industries, making Accordant Federal competitive for HUBZone set-aside contracts and an attractive subcontracting partner for companies seeking to meet small business utilization requirements.

Accordant Federal, a small business with SDVOSB and pending HUBZone certifications, has published a white paper outlining a strategy designed to help government contractors win more business.
The strategy combines socioeconomic small business set-aside statuses, ISO certifications, and personal resumes in supporting win themes that signal risk mitigation. "Too often, small businesses think they are owed a subcontract just because they are SDVOSB, or HUBZone, or 8a," said CEO Jeff Payne. "At Accordant Federal, we think small business partners should offer value that helps the prime win the work. We've implemented a strategy to do just that." Click here to download the whitepaper. Accordant Federal has formalized its commitment to risk management by becoming ISO 31000 compliant. This is Accordant's third ISO certification.
"When we added ISO 27001 to our 9001 certification, we joined the less than 0.01% of small businesses with more than one ISO certification," said CEO Jeff Payne. "31000 continues this trajectory of process documentation and risk mitigation that sets Accordant apart." Accordant Federal recently received its ISO 27001 Information Security Management certification. This makes Accordant part of the less than 0.01% of small businesses with more than one ISO credential.
IT security, cybersecurity and privacy protection are vital for companies and organizations today. The ISO/IEC 27000 family of standards keeps them safe. ISO/IEC 27001 is the world’s best-known standard for information security management systems (ISMS) and their requirements. Additional best practice in data protection and cyber resilience are covered by more than a dozen standards in the ISO/IEC 27000 family. Together, they enable organizations of all sectors and sizes to manage the security of assets such as financial information, intellectual property, employee data and information entrusted by third parties. "We're thrilled to implement ISO 27001 here at Accordant Federal," said CEO Jeffrey Payne, "With risk accounting for about half of the RFP technical score, we focus heavily on small business risk mitigation. This certification is a significant step towards that goal." ISO 9001 sets out the criteria for a quality management system and is the only standard in the family that can be certified to (although this is not a requirement). It can be used by any organization, large or small, regardless of its field of activity. In fact, there are over one million companies and organizations in over 170 countries certified to ISO 9001.
This standard is based on a number of quality management principles including a strong customer focus, the motivation and implication of top management, the process approach and continual improvement. These principles are explained in more detail in ISO’s quality management principles. Using ISO 9001 helps ensure that customers get consistent, good-quality products and services, which in turn brings many business benefits. According to Accordant CEO Jeffrey Payne, "We decided to implement ISO 9001 to instill a corporate culture of disciplined process. As a small business partner supporting large government contracts, it would be irresponsible not to mitigate risk in this way." Accordant Federal LLC, a government contractor specializing in systems integration and information management solutions, has been certified as a Service Disabled Veteran Owned Small Business (SDVOSB).
This certification is in recognition of CEO Jeffrey Payne’s military service. Originally from Reading, PA, Mr. Payne graduated from the United States Naval Academy before serving in Navy’s submarine force. Payne completed a successful tour as an officer on USS Rhode Island (SSBN-740). He served as Electrical Officer, Chemical and Radiological Assistant, and Assistant Operations Officer. He finished his time in the Navy at the Pentagon as a member of the Chief of Naval Operations staff. During that time he managed a $100M+ military budget in support of submarine escape and rescue, the Arctic Submarine Laboratory, and Navy Diving. Accordant Federal LLC and other businesses comprising Government Contracting Academy (GCA) have united in the Joint Venture (JV) Secure Intelligent Solutions.
GCA is an elite cohort of military veterans and entrepreneurs trained to navigate federal government contracting and excel at government work. GCA was founded by Randy Wimmer. Mr. Wimmer, a Navy veteran, founded the government contracting company Analytic Strategies, won over a billion dollars in government contracts, and sold his business to a strategic buyer for more than $10M. Today, Randy is focused on ensuring the success of GCA cohort members. GCA participants include a former FBI Executive Assistant Director of Intelligence, a Chief of Staff to the Undersecretary of the Navy, and a Congressional Fellow for Classified Programs. GCA represents a diverse group of accomplished military veterans, senior government officials, and accomplished business leaders. The GCA cohort shares knowledge and resources to ensure success. The formation of the JV Secure Intelligent Solutions marks the first formal effort of GCA companies to combine their capabilities, credentials, and probability of win. Secure Intelligent Solutions provides partners a deep bench of subject matter experts and vast experience in business development. |
